Illinois to require ID for some cleaner purchases

Buying a bottle of Drano will not be the same in Illinois, beginning Sunday.

A new state law requires that customers purchase products containing sodium hydroxide, or lye and other corrosive chemicals to demonstrate a legitimate photo identification and to write their name, address and birth date. And the shop employee will record the time and date of purchase.

Instead of looking at it as intrusive measure, Illinois lawmakers said Friday that they agree that the regulation drain cleaners and other products necessary to protect the public from those who can use them to do harm.

"The fact of the matter is, there are bad people in the world who would abuse the most normal, everyday household products for sinister aims," ​​Rep. Rich Morthland, R-Cordova, said.

This fear had not yet reached some Quad-City hardware store managers contacted Friday, they believe that the law is mostly a nuisance.

"Now, we must treat our customers like criminals," Butch Trevor, Trevor owner of real value in Moline, said.

"It's going to be a nuisance for people," Amy Whitcomb, director of Handy real value in Rock Island, he said.

Who is affected?

By law, every retailer in Illinois that sell products containing the substances regulated by federal law Caustic Poison and product labels that read "causes severe burns" must keep records of customers.

Sen. Mike Jacobs, D-East Moline, said incidents of people throwing acid on victims, including two in Illinois, led the two chambers of the legislature to vote unanimously for the bill. Gov. Pat Quinn signed a law Aug. 21.

"People who use this as a weapon," said Jacobs.

Plumbers are exempt from showing photo identification, Rep. Donald Moffitt, R-Galesburg, one of the co-sponsor of the bill, he said.

"For people legally do the job that requires these types of chemicals, the bill is not intended to hinder them," said Moffitt.

For the average customer, Moffitt said: "It's unfortunate we have to do it."

Law also aims to produce meth
